To meet the needs of its French-speaking partner states and users, the East African Community held a meeting of tariff experts to translate the HS 2022 edition of its Common External Tariff (CET) into French. The meeting took place from September 13-18, 2021 in Moshi, Tanzania. It was carried out with the support of the WCO within the framework of the EU WCO program for the Harmonized System in Africa (HS Africa Program), which is funded by the European Union.

The meeting was preceded by a regional EAC consultation in March 2021 in order to prepare the English language version of the HS 2022 EAC CET with the participation of all partner countries of the Community. It also falls under the work plan for the implementation of HS 2022, which was written into French by the EAC with the support of the HS Africa program after the first regional EAC consultation on 10 CET during the validation and closure process, so that all EAC partner countries Have access to CET in English and French and ensure timely and coordinated implementation.

Experts examined the 2022 edition of the EAC CET and developed the French language version of it, at the same time ensuring that all changes to the EAC CET from July 2017 to June 2021 were taken into account. The 2022 edition of the EAC CET has been proofread and some errors have been corrected, especially in chapters 16, 63 and 70. In addition, the status of the preparatory work for the migration of the national classification systems to HS 2022 EAC CET was discussed.

The meeting noted that at Community level, the 2022 edition of the EAC CET had been adopted by the EAC Council and would come into force on July 1, 2022 HS 2022 changes throughout the Community, recognizing that the availability of the French Language version would ensure in particular that the Burundian administration successfully completes the changeover to the HS 2022 edition of the EAC CET in good time.
