WA state can’t decide how many are vaccinated?

During a news conference on Thursday, October 14th at which Governor Inslee announced an upcoming round of restrictions on indoor and outdoor events related to vaccination records, state officials claimed the Washington State total vaccination percentage is at 59 Percent.
However, this is less than the CDC numbers quoted by USA Facts. USAFacts.org is a statistical website that tracks a lot of data, trends and analysis. This week they showed our state’s vaccination rates at 62 percent. That’s 3 percent more.
We contacted them and asked for their sources. They replied that they are using the CDC data which is higher.
In fact, it was on October 11th Department of Health COVID dashboard showed that 71% of Washington residents aged 12 and over were fully vaccinated. Then why did they claim 59 percent? during the press conference?
According to some reports, the COVID dashboard showed 59 on Thursday October 14th. The dashboard says this data includes U.S. government and military data from people who live and / or work here that are reportedly not included in the DOH data. We have heard this argument before.
However, the October 11th image shows the CDC, and government data is included.
It seems that now, similar to the difficulty and inaccuracy of counting the total cases in 2020, the DOH is unable to provide any concrete exact numbers of people fully vaccinated.
Critics, including some GOP lawmakers, say it is part of their strategy to undercut vaccination numbers as an excuse to impose further restrictions aimed at getting people to get the vaccination.
Either way, with the supply chain and other issues plaguing people now, there is a lot more to consider than just vaccines; B. To save money?
